Building & Bylaws

This Committee was formed by Cllr. Kim S.A Lugli on 3rd April 2004. The committee’s main focus is to monitor the suburb of Parkhurst with regards non compliance & violations of the Johannesburg City Council’s Bylaws:

• Street trading: tables, chairs, etc. obstructing pedestrian access to pavements.
• Encroachment of council property: utilising council pavements for private use.
• Chopping up/down trees, rubble, digging up pavements, etc.
• Public roads & miscellaneous: utilising pavements for private/business use.

The committee also monitors non compliance & violations with regards the National Building Regulations (1979). This includes the following:

• Building without council approved plans.
• Building on Sundays.
• Building outside the specified time frames.
• Building rubble & materials on pavements without hoarding permits.
• Chemical toilets on pavements.
• Squatters and vagrants on unoccupied properties.

As City Councillor, Kim Lugli has chosen to mediate between residents and offending properties with regards issues of overshadowing, invasion of privacy and intrusion of lifestyles.

She also appears on behalf of the PVRA at Council Tribunal Hearings. This involves preparing and presenting all documentation and submissions on behalf of objecting residents. Committee members also attend tribunal on site inspections, objections are collected to specific rezoning applications and Mrs Cuthbert assists in informing residents of rezoning applications, which may impact negatively on their property
