Petition Against the Opening of a Restaurant in Park Centre, Fourth Avenue, Parkhurst
It has come to the attention of the Parkhurst Village Residents Association (PVRA) that estate agent Michael Capela and/or a company named Hollyberry Props 3 (Pty) Ltd (of which he is a director) intend to open a new restaurant in Park Centre, Fourth Avenue (corner Twelfth Street), Parkhurst in premises previously occupied by the ‘Gwen’s Style’ shop and currently occupied by Antigone.
In terms of the City of Johannesburg’s Regional Spatial Development Framework (RSDF), which has the force of law, no more coffee shops and restaurants are to be supported by the City Council along Fourth Avenue. The opening of a further restaurant by Mr Capela or his company will be in breach of the RSDF.
There are already ten restaurants or coffee shops in operation in Fourth Avenue, between Sixth Street and Fourteenth Street. The opening of any further restaurants or coffee shops will seriously aggravate the existing parking problems, traffic congestion, littering problem, crime problem (by attracting car thieves into the area), number of car guards and noise from drunken or disruptive restaurant patrons. If Mr Capela or his company is allowed to open a new restaurant in Park Centre, there will be as many as 69 (sixty-nine) shop premises other than the existing ten restaurants which could also become converted into restaurants or coffee shops, since their owners have the same rights as Mr Capela. This creates the possibility of there being as many as 79 (seventy-nine) restaurants or coffee shops in Fourth Avenue, in a distance of only 700 metres (eight short city blocks). Property values in Parkhurst will seriously drop, and the quality of life of Parkhurst residents will significantly deteriorate, if this is allowed to happen.
All local residents and traders are therefore asked to register their objection to the opening of a new restaurant by Mr Capela or his company in Park Centre by signing the form below. Please provide your full name and physical address, as requested, so that you can be identified as a resident or trader who objects to the proposed new restaurant.
Our Village is under threat. Please help to keep Parkhurst residential!

I object to the opening of a new restaurant or coffee shop in Park Centre, Fourth Avenue. I request that the City Council refuses a licence for the sale and supply of meals from any shop premises in Park Centre.
